There are only three ways to become a Chartered Engineer (CEng) without taking the exam:

1. Professional Review (PR):

The Professional Review is a route to CEng status for engineers with a significant amount of relevant experience. To be eligible for the PR route, you must have at least 4 years of relevant experience, a bachelor's degree in engineering, and a master's degree in engineering.

2. Advanced Standing (AS):

The Advanced Standing route is a route to CEng status for engineers with a significant amount of relevant experience and a master's degree in engineering from a recognized institution. To be eligible for the AS route, you must have at least 7 years of relevant experience, and your master's degree must be accredited by the Engineering Council.

3. Direct Registration (DR):
The Direct Registration route is a route to CEng status for engineers who have demonstrated exceptional skills and experience in engineering. To be eligible for the DR route, you must have at least 10 years of relevant experience, and you must be able to demonstrate that you have the skills and knowledge required to be a Chartered Engineer.

As you can see, all of these routes require you to have a significant amount of relevant experience. The exam is designed to assess your knowledge and skills in engineering, and the experience requirements for the PR, AS, and DR routes are designed to ensure that you have the necessary knowledge and skills to be a Chartered Engineer.

If you are not able to take the exam, then you should focus on gaining the necessary experience through work, further education, and contributions to the engineering community. By doing so, you may be able to qualify for CEng status through the PR, AS, or DR routes.
